Testing EE and RES measures
Partners are testing, demonstrating and intoduce potential of energy efficiency measures and local renewable sources in 15 pilot regions within COMPOSE partnership. The common approach bases on cooperation with different stakeholders groups on local or regional level.
STEP 1: CHOOSING A PROBLEM
The aim is to simplify the identification of suitable RES and EE projects for better impact on local environment.
STEP 2: CREATING LOCAL ACTION GROUP
The different nature of each development project of RES and EE, its requirements, level of impact to different stakeholder clusters should be taken into account when selecting the appropriate LAG members
STEP 3: LOCAL ACTION PLAN
Local action plan summarize input from stakeholder participation (LAG) in support of project definition of a local action plan. It defines, quantifies and makes projection for technical potential, socio- economic potential, stakeholders and their responsibilities.
STEP 4- EMPOWER POLICIES AND LOCAL SKILLS
The challenge is capacity building and awareness rising as a mean to empower local communities to enchance energy efficiency and renewable energy best practices.
STEP 5- CREATING LOCAL PARTNERSHIP
Creating local partnership means developing a partnership commited to the implementation of the project. There is an emphasis on confirmation of detailed financial plan and searching of sufficient iniciatives and opportunities.
STEP 6- IMPLEMENTATION PROCEDURES
In this phases ideas are put into reality by following necessary procedures, providing necessary support documentation.
STEP 7- MONITORING AND EVALUATION
This is another important step toward sucessful implemented project. It consists from monitoring process and use of information as input for other respective steps when pnanning for another project.
STEP 8- AWARENESS RAISING: PROMOTION, COMMUNICATION AND DISSEMINATION
This is a horizontal step with the aim to develop a comprehensive communication and awareness rising document and capacity building activities.
